@foolaholic, 1,400×900 is sized with the right aspect ratio to scale down perfectly to 1,280×800.
For a PC’s desktop wallpaper, this is handled automatically. So while the filesize might be slightly more than is necessary for you, it’s a practically negligible difference for most applications. The upside is that those of us who prefer a larger format need not worry about upscaling artifacts.
Is there some significance to requiring an exact 1,280×800?
Oh, and the fluther servers used to (still do?) keep all of the images you had uploaded for use as an avatar (on http://static.fluther.com). The recent server upgrade has moved off of that, though.
Anyway, my guess is that @phoenyx had to manually download all avatar images, and then arbitrarily keep only one of the several that some people had loaded (perhaps chosen alphabetically instead of by most recent date).
It was likely quite a bit of effort, or at least, quite a bit of expertise to knock it out quickly.
Since people are asking about the process:
I got the idea when this question was posted and thought it might be a fun stretch of my ruby skills. I used Hpricot to grab all of the image files with “thumb” in the filename. I grabbed about 850 images, pretty much at random, and eliminated the ones that looked like dupes or whatever until I had 792 (32 X 22). I then stitched them all together with rmagick and padded the 1440 X 880 image out to 1440 X 900.
It looks like there are still a couple of duplicates and my script grabbed both current avatars and formerly used avatars, so some users are over represented. I was pleased with how it turned out, though. If I had more time I’d like to make them into some kind of larger image (photomosaic style) or make sure each person is only represented once.

Okay, by my reckoning, there have been 969 unique users on Fluther (up to the new server upgrade, at least). Of those, many folks have opted to use one of the brilliant default images.
If someone uses a default image, then s/he does not have a thumbnail photo in their personal avatars directory (hence why there aren’t a lot of jellyfish in the mosaic.)
Again, cannot know for absolute certain, but I agree with @wildflower and @PnL that it smells right to me that everyone with an uploaded avatar photo (up to the server upgrade) is represented.

@phoenyx: You should use those images and feed them into an automatic mosaic maker with the fluther logo! I tried just by pulling some avatars off some of the questions in my recent activity and the result is here, although it uses some users over and over again and I couldn’t find any green-y ones that worked…

What one would you like at that size? I can resize it for you. The quality will be slightly lower but any one of them should hold up well.

Ok, I’ve put Phoenyx’s thumbs through a Mosaic generator (called MozoDojo by the way, and it’s really cool) and it’s come out with a few pretty cool images, there weren’t enough thumbs to get a good resolution and shape on the jellyfish and have a full wallpaper size image, so I made them square images. Check them out on Flickr.
