Is it possible to live in Navy barracks AND to collect basic allowance for subsistence?
Is it possible to live in military on base housing and collect basic allowance for subsistence so that I can spend it on groceries to make my own meals? Or is BAS only for those who live off base?

If you live in the barracks and eat at the dining hall, you’ll get BAS, but what they charge you for eating there will take up most of it. I’m not sure if they’ll give you the option to cook your own. BAS isn’t just for people who live off base, but the ones who do live off base get to keep all of theirs.
You may not live in barracks and recieve BAS.
The DOD regulations state the following:
Section 4.3.3: All members permanently assigned to live in single Government quarters ashore and in grades E1 through E6 shall be entitled to BAS and may also be assigned to ESM. Enlisted members assigned to ESM shall be charged for all meals the U.S. Government makes available. Charges (at the discount meal rate) shall be directly deducted from the member’s pay account. If assigned duties or dining facility exigencies prevent the Government from providing meals, charges shall be adjusted for affected meals. Members assigned to ESM shall not have meal charges deducted from pay when on leave, on permanent change of station (PCS) status, in the hospital, or on temporary duty (TAD/TDY) other than TAD/TDY to sea duty, field duty, EUM, or group travel.
You are not entitled to it if you are still in basic training, are AWOL, in excess leave status, on educational leave or are under court martial. It also says:
DOD regulation 1418.05, Section 4.2: All members shall pay for any meals the Government furnishes while they are also entitled to BAS. The individual member may pay for meals or, in certain circumstances, have the amount deducted from their pay account or reduced from their travel per diem.
So, BAS yes, BAH no.

They do play a little weird with that depending on your marital status and a few other things.
@CaptainHarley Things have changed a bit since you were in. When I was in, I got ~$7.80/month BAQ whether I was shipboard or in the TAD/TPU barracks. When I wasn’t on a ship, sometimes I got kicked a little for rations, and others I was merely given an RIK (Rations In Kind) stamp to eat at the mess hall for free.
When I was in Hawaii, some of the single guys lived in the barrack at Camp Smith (USMC). The barrack was too small to rate a chow hall. It wouldn’t have been cost effective to have one. So they gave everyone BAS and provided them with a kitchen.
