Do the same Federal FSC Regulations apply to cigars as they apply to cigarettes?

This is my second cigar question of the day, which is rare for me. The Federal Government now has regulations governing the smoking of cigarettes(FSC-Fire Safety Cigarettes). When left unattended, a cigarette will extinguish itself, thus preventing a possible fire. Question: Do the Fire Safety Cigarette Regulations apply also to cigars? If so, this has not been made known to the public.

I think it is a moot point, cigars will go out by themselves if left unattended. At least that is my observation, of a lifetime of cigar smokers.
