Facial moisturizer for winters months; which is best?

I find that during the winter, my face gets dry and putting on liquid foundation over the moisturizer, well, it doesn’t work all that well. It doesn’t go on smooth and I don’t like the result. Could you recommend a moisturizer that is good for winter?
