Marketing. IT is usually a shared service that serves the Business.
It ain’t the tail that wags the dog…though I could be wrong, of course.
Marketing, because they know how to spin perceptions, and because IT departments tend to be full of anal-retentive engineer types with poor social skills who don’t realize when they’ve lost.
If whoever champions the needs of your customer does not win – your company will lose.
I worked (in Marketing) for a large company a few years back, and our Marketing department was actually a division of IT. It worked out remarkably well. Our successes were their successes, and we received amazing support for technical implementation of online campaigns, etc… I’ve never seen the two groups work this well together at any other company.
Marketing without a doubt!
Marketing cannot win without the support of IT. And without Marketing, IT will make your product or service so techie that no “regular” person will be able to use it. Have you ever seen a marketing/sales tool invented in a vacuum by the wonks in IT ever work? No. And you’ll never see a technical solution developed by Marketing be user friendly without IT.
