Cheapest way to make phone calls from abroad?

I have Google Voice, Skype installed. I was trying to get both installed on my phone. Skype I guess can’t be installed without Android (which my phone SHOULD have but does not, thanks to TMobile’s horrid customer service). GV can’t be used directly outside of the US is my understanding.
From my laptop, I will be able to use Skype but I was hoping to set up some kind of forwarding mechanism for my cell phone to by pass the TMobile roaming charges since the Skype and GV rates are orders of magnitude better.
I’ve read something about SIP?
It seems like with these things there is some way to do it, but I’m confused.
Also can anyone point me to a reference page or something that explains in detail how SIM cards work? Lots of people buy country-specific ones and I’m wondering if using a diff SIM card means using a diff network?

You can use both on your computer.
We’ve always used nobelcom.com to call the US from abroad. They e-mail you the codes that you would normally get from a physical calling card, and you use the codes just like a card. My daughter was in France for 3 months, and never did use up all the minutes on a $50 “card”. She did buy a phone and a French SIM to use for local calls, which turned out to be a helpful thing to have. She’s used the same phone in other countries, purchasing the SIM on arrival.

What Ive got running right now is Fring which requires an SIP to make calls. I picked Sipgate for no real reason and am now looking for cheaper rates. I believe this approach will allow me to make international calls for much cheaper than the roaming rate.
@papaya Can you use GV “out of the box” to make calls back to the US from abroad? I thought you had to go through this SIP thing to get that to work?
There are booths that you can go to in airports which sell or rent cheap phones, like Tracfones, that you can use while you are abroad.
