What is the best legal deer lure?

I have heard many things- one guy even told me to hang used tampons in the trees-ew! But are there any other things besides the doe in heat urine/doe estrus that work really good?

The guy probably used tampons to hang the scent from the tree to attract them. But that does sound odd. I best thing to do would be to use a doe in heat scent. You could also use a plastic replica and use the scent to get them closer.
