Was the decision to give the 2022 world cup to Qatar biased?

Quite honestly, I don’t really care that much, as I am not a great soccer fan. However, the choice to award the 2022 world cup to Qatar seems very strange, as it is not exactly a great tourist destination. I would have thought FIFA would want to grow the supposed “world game” in one of the growth markets, such as US or Australia. What does everyone think?
