Why does Goofy walk on two legs and speak while Pluto is on all fours and can't speak when they are both dogs?

There is no logic here. They are just cartoon dogs.
Goofy is a failed mutation experiment.

Pluto is a dog. Goofy is some kind of mutant space creature. In many of the cartoons in which Goofy appears, there are other characters of the same species.
In the Disney universe, most of the characters are anthropomorphic animals. The character known as Black Pete is an oversized cat and an archetypal bully in the old Disney classics – but little Figaro, from the same era, is very much an ordinary house cat.
Because Goofy is the parent and Pluto is puppy, ergo he hasn’t learned how to walk on two legs yet and apparently Goofy will never teach him..LOL But then again if it was even any similulous of reality, then why don’t my dogs talk?
Don’t know, but it probably explains why Pluto keeps peeing on Goofy’s leg. Jealousy.
I’m with @misstrikcy and @marinelife—the cartoon world operates according to its own illogical logic—but in any case, wherever he is, Uncle Walt is laughing his head off at the question.
We have a saying in our house…. ‘He’s a talking sponge, Dad.’..... because Daddy got upset that Sponge Bob lit a fire in Bikini Bottom and a house burnt down or something…. and he said, that, because they were underwater, that made no sense and called the show ‘Stupid’. The then 5 year old, turned to him and said…. ‘He’s a talking sponge, Dad.’..... and since then, when ever questions like this come up, it’s the pat response.
I’ve lost sleep wondering about the same thing myself.
Same reason as why we never see them humping or licking each others balls….It disney look good, as a scotsman would say.
