Is a resolution more of a goal or a declaration?

Is a resolution more of a goal or a declaration? At the beginning of the year people make resolutions to lose weight, to get organized, to connect with family etc. Many resolutions seem like goals so why are they not called New Years Goals?

If they were called New Years Goals, then someone would be asking why they aren’t called New Years Resolutions.

I have resolved to try to reach the goals I’ve declared, and some I haven’t.

A “resolution” is easier to break than a goal.
