When does flirting become creepy?

Is it when they say certain things? Or is it when they’re too forward? Does flirting in general creep you out?

When it’s unwanted and the person has made it clear that it is unwanted.
I think it depends on the context and the level of mutual attraction, along with one’s comfort-level (tolerance, openness, boundaries, etc.).
If someone is overtly sexual in their advances, I think it’s creepy. I prefer subtle at first, then more overt as the relationship develops.
When the Fed-Ex guy loiters around making comments about ‘cuddling’ on the beanbag love seat he delivered, and then, returning a few hours later claiming he forgot to get a signature which was not required and then, attempting another round of pick up lines and letting you know they are now off work!
Uh huh…this just happened to me a few weeks ago. Definitely falls into the ‘creepy’ category.

When it doesn’t liquidize your nether regions, clogs your throat, ties you tongue and renders you dazed, flushed, and stammering, without the composure to construct a witty response.

When it’s your best friend’s mom. Or dad.
When you have let them know you aren’t interested. Anything after that becomes creepy.
If they bring up their partner.
As in, “You know who is out of town tonight.” or “You know who doesn’t mind if I sleep around.”
My best creepy story ever was a guy, many years ago, that asked me if I would have sex with his Great Dane!
Oh yeah, one of THOSE moments!
