Does anyone ever win on a Play It Again non-winning lottery ticket?

You know, you buy a lottery scratch-off ticket and naturally it’s not a winner. On the back of the ticket, it gives you a website to enter your ticket number for another drawing or second chance to Play It Again. Question: does anyone ever win on this second chance drawing or is it just a gimmick to keep you buying more scratch-off tickets?
