80's or 90's Sci-Fi Movie Help to identify - Human in Alien Fighting League?

Blonde martial arts guy is the first human to fight in this Ultimate Fighter no holds barred (not the Hulk Hogan movie) style league dominated by aliens that look like they may have had a few drinks at the Mos Eisley cantina at some point.

80s or 90s I think.

B or worse. Maybe straight to video / cable.

Most eisley is in start wars.
