How does one whistle with their mouth open? [Video inside]?

How is this whistling accomplished? What is the technique?

A step by step that I can practice would be appreciated.

OK, I’ll take a whack at this.
Reach up with the tip of your tongue and find the ridge on the roof of your mouth about ½ inch behind your front teeth. Now you shape the tip of your tongue into a U-shape so that the air will be shaped into a high velocity stream between the opening of the U on the bottom and the ridge on the top. That stream is going to hit the backside of your top front teeth, which will set up the turbulence needed for the whistle. You vary the pitch by controlling the volume of the area under your tongue, which acts as the resonating chamber.
It’s tricky, but if you noodle around enough with it, you’ll get a tone.

@thorninmud hit the nail on the head. It is all done with the tongue. In fact, that was the only way that I knew how to whistle for many years.

I start with the tip of my tongue touching my lower teeth. Everything else is the same as @thorninmud .
I don’t know how he does that, but it’s a pretty cute video.
