What percentage of U.S. citizens have passports?

Also, I have a friend who told me he read an article that stated only about 30% of the u.s. *Congress* has a passport--this seemed shockingly low to me, for a group of national public officials who shape our foreign policy--does anyone know if he is right?

P.S. Interesting article in the NY Times today, Week in Review section, about the design of the new U.S. passports. Patriotic imagery, computer chip, hey, "it's a work of art."
