I’m looking for a way to tell when to use the term “industry” and when to use the term “market” in business.

Industry is the function of creating something. Market is the function of buying or selling the product of industry
@josie has it right. The industry includes all the infrastructure to produce a product. The market involves the pricing of the product, and is where one company competes with another for sales.
The Industry is the manufacturing end and the Market is the distribution end.
I think to take @josie‘s explanation a little farther than he did: “Industry” includes “market”, but in general it seems to be slanted toward “production”.
The “electricity industry” or even more specifically “the electric power generation industry” includes the market to sell the product, too (or there would be no industry), but it’s primarily focused on the generation side.
A “market” is the set of transactions that involve buying/selling a specific good or set of goods- i.e, the “iPhone market” or the “smartphone market” etc.
An “industry” is the set of organizations which are involved in bringing the good to market, including production, distribution, and retail.
An industry can also be a market for a good, service or invention, but a market is not an industry, in the sense that selling to them does not define what they produce.
The lumber milling industry may be a market for a new, efficient forklift. However, because someone buys the forklift, it doesn’t mean they’re in the lumber milling industry.
North Korea has industries, but no markets.
The market is the consumers the people who will buy
The industry is the producers, the people who will sell.
Josie’s answer is perfect.
Industry is what goes into making, creating, designing and prepearing a product.
Market (ing) is getting that product into the market- selling and premoting
