Can I use my E.B.T. card (foodstamps) in any state or just the state I received it in?

I think they are only valid in the issuing state. Call social services and ask them.
They are only valid in the state issued. However, you can have them transferred to another state if you are changing residences, I’m quite sure.
The program is now called SNAP, Supplemental Nutrition Assistance Program. According to the government website, “The EBT card can be used like money in any state, the District of Columbia ,Guam, and the U.S. Virgin Islands. (EBT cards cannot be used in Puerto Rico because Puerto Rico is operating under a block grant instead of the Federal Supplemental Nutrition Assistant Program.)”
The application and administrative processes are handled at the state level, beneficiaries are not restricted to their home state for the use of the card.

I’ve used the one we had in PA in NJ without any issue.
