In Napa county California do you have to be a lawyer to file a Trial by Declaration??

If you want to contest an old fix it ticket and a failure to appear because you never seen a summons to traffic court and want to have your day in court to file a _Trial by Declaration do you have to be a lawyer, or can a civilian do it? Is it hard to do or is it best to get on the docket for traffic court?

You are always allowed to represent yourself. It’s called pro se. Generally better to do stuff in person if you can. Too easy for them to treat you poorly by mail. If you are not sure, always good to get an attorney, or at read some books on fighting traffic tickets.

For my ticket, I did trial by declaration. (I am not a lawyer). I was still found guilty, but my fine was cut in half (I guess a B for effort?)

I just went online, found a generic TBD form that fit my needs, edited it to my liking, and sent it in.
