In Napa county California do you have to be a lawyer to file a Trial by Declaration??

If you want to contest an old fix it ticket and a failure to appear because you never seen a summons to traffic court and want to have your day in court to file a _Trial by Declaration do you have to be a lawyer, or can a civilian do it? Is it hard to do or is it best to get on the docket for traffic court?
