Where can I find a good starter bagpipe?

I’m not sure if it would technically be called a “starter bagpipe”, but I want to know where I would start if I were to take up the bagpipes. They are a beautiful instrument and I realize that they are difficult to learn, but it is a challenge that I am willing to take. Do any of you have any tips for me, and do you know where I could buy a cheap quality set?
