What mafia movie is this from ( help ) ?

There is this mafia movie I have been wanting to watch again, but have no idea what it is called !

There are some scenes I do remember, but they are very short and few. If anyone knows please tell me :)

* This movie looks like it was made in the 90’s, but the setting and wardrobe of the characters looks like 1930’s or 1940’s.

* There is a scene of a man at a party/dance. He is with his friend and he sees a beautiful woman that catches his eyes. He tells his friend “Who is that girl with the beautiful eyes”, and his friend says “All girls have beautiful eyes”... and then the friend tells him that she is not available because her father is strict and does not allow her to date. That is one scene.

* Another scene the same man visits the woman he has a crush on. He visits her at a store she works at. He has flowers and a box with him. He starts talking to the girl but then her father comes out and is not happy his daughter is talking to a boy. The guy gives the roses to the girl and then gives the box (Which turns out to be cigarettes or cigars). The father is pleased and then says “A man who respects the father will respect the daughter.” or some line like that.

I saw this movie a long time ago and want to see it again.

This guy in the movie also has green eyes, and is handsome.
