A question about Visa's to the states?

I’m waiting on an O1 visa to be processed.
Can I legally go into the states on a holiday visa and then leave again once my O1 has been approved – go to london to do my interview and come back – or by law am I not allowed in the states till my O1 is approved?

Does that make sense?
I just have to wait so long that I was thinking of heading in earlier – but not sure If by law I am allowed to.

Any ideas?

I would check with the London Embassy as the rules can be quite complex and it is important you do everything right. If you are in the UK can you should be able to travel visa free but I would give them a call to clarify things.
