Can I make Churros without a Churro maker? If so how?
I found a recipe for my international cook off at school, but I don’t have a Churro maker, can I still make churros?

Probably. It’s fried dough dipped in cinnamon, isn’t it? As long as you have the means to fry the dough you should be fine. Granted, it won’t look like a churro, but the point is the flavor.
If course you can. People have been making churros for a heck of a lot longer than people have been making churro machines. All a churro is is a deep fried blob of batter rolled in cinnamon and sugar.
Put your dough in a piping bag and squirt it into the pan of hot oil. If you don’t have a piping bag, just snip a bottom corner off of a zip-top baggie and extrude the batter through that.
Get a pastry bag and a large star tip. Any place that sells Wilton cake decorating stuff can fix you up with that. Michael’s Crafts comes to mind.
