Please help me remember the title of movie?

I watched a movie when I was 8 or 9 years old, I believe is an American movie and is about a race. A guy is put in what looks like it might be a European town and the other contestants are trying to kill each other, there are dwarves, and what I think people that looked like moors. The main guy I guess is blonde kinda like Chuck Norris, but I don’t know if it’s him. I really don’t know if I imagined this movie but I hope someone cab help me with this. It is not the Jean Claude van Damme movie that is similar.
