An English image? Do you mean you have a picture of written English text?

Converting a picture of text into editable text is possible, with the right software. I don’t know where to find such software, but it exists.
It’s also imperfect – sometimes it reads words wrong. You’d have to proofread it afterwards.

There are online optical character recognition sites such as www.free-online-ocr.com

You should explain more details about what you want… .doc is no image format but MS Word document format.

If you upload a Microsoft Word .doc file to Google Documents you can edit the file.
