If this in a Windows machine you could try to boot up in safe mode and delete it that way, assuming it is not loading during the regular boot.

Yeah, thats I what I freaking hate about vista (I’m assuming you have vista b/c it does the same thing on mine, and it doesn’t do taht more me on my xp partition)
How long have you waited? Usually mine goes away when I wait long enough. What kind of file are you trying to delete? Make sure it isn’t an active running process.
Try the safe mode thing too.
try googling “unlocker” it can be used to delete files on reboot. or, you can download a Linux live cd (try googling Ubuntu live cd) and then burning it and booting up from it. It can access the file and delete it that way.
If you need any help with these two options, or for some reason need a third option, don’t hesitate to ask!
P.S. If the file is really small or something, and you don’t really care THAT much, then I would recommend just leaving it.
is there a way to delete the file on system restore
@jdogg: depends on what directory its in. system restore only backs up critical files.
Seriously…consider unlocker, it’s really , really easy, its free, and I have a lot of experience with it, and can guide you through the process.
I’m undoing my system restore that I did earlier because that made It worse
I’ll do unlocked after that
