What programs do people use to make images like this?

I’m absolutely in love with pictures like this, what programs to people use to make 3d pictures like this?

Blender would be more than capable of it and is, indeed, free in all meanings of the word. I suppose you would also be able to make it with a program like Inkscape, but not sure if that would be easier (it would definitely be more boring though).
