How do you compute "popularity"?

If you have a site which shows popular items of some sort, how do you keep the rich from getting richer?

I don’t know the programming or statistical terminology, but why not have a roof, or upper limit to the amount of popularity increase any one item can receive on a daily/weekly/monthly basis?
