Is this vintage Zebrakenko bike worth the money?

I live in NYC and have not owned a bicycle in a while. I’ve ridden this bike, and I really like it. The owner, who seems honest, is asking 200 on his ad, 180, in person.

The internet seems to be a bit “thin” with information about this bike. I believe it to be an old low-end Japanese bike…and I just want to know if it’s worth the #. Gears and brakes were in good condition, the tires need replacing….
