Are there any downloadable I-Pod touch apps (besides u-tube and safari) that can work off-line (without wi-fi)

No, there are no Downloadable apps for un-jailbroken iPod Touches at the moment. They will be available in June with the iPod Touch 2.0 software update and the App Store on iTunes Store.

There is a game called dark tiles that I got online. It works even when I have no wifi or edge network. I’m sorry though, I can’t remember where I got it. Just wait untill June though buddy.

there are a few at launchrz that you can use/play offline once they’ve loaded. Not sure about any specific titles to point you at though.
