It's rumored that Flutherbot is now working...but how the heck do I use it?

So, I can’t find any information how to use the Flutherbot. Will any of you kind jellies help me figure it out?

The Flutherbot is the mechanism by which notifications are sent to your e-mail address of people following you, or having sent you a question. It’s not something for users to use unless I am misunderstanding something.
