What movie is this from?

Someone at work was watching a movie on netflicks, it had a blind black guy in it. Some woman asked him if he remembered how many steps it is to school, and he sais “Yes momma, I also remember how many licks it takes to get to the middle of a tootsie pop” What novie is this?

The bio-pic of Ray Charles has a scene similar to the one you describe, but I cannot remember specific dialog.

I checked and I can’t find it anywhere in the movie. The guy was probably close to 20 and the woman had short hair. I’m happy if anyone can just find that movie clip online
