Is 13.8 flesch-kincaid reading grade level a good grade?

I have a 13.8 grade and a 26.1 ease of reading but, I’m not sure if that’s good or bad

I’m not really familiar with the test, but check out the Wikipedia page for it.
It breaks down the scores into 3 rough sections. It goes from 0 to 100, with 0 being the best score. 0–30 is roughly university age students.

So yes, if you have 13.8 or 26.1, you’re doing fine.
