Traveling abroad again...iphone question!

I will be traveling to Europe and I want to make sure that I don’t incur additional charges for data usage on my iphone.
If I disable “Cellular Data”, will that insure that my phone is only accessing the internet via a WiFi signal rather than the network?
What exactly does it do?
