Does anyone know how I could send people notifications to people who would download my app I'm developing for iPhone?

Im developing an app for iOS, and I need to be able to either send them notifications for special deals or I need a way for the people download the app, for them only, to be able to check for specials.
I’m using Xcode to develop this app.
