Yes. Department stores will run a hard credit check with your application, and this might even hurt your credit score further. Please stay away from department store credit cards! The interest rates from these cards are ridiculously high. (APR in the ranges of 20%-27%)Yes, I am sure some offer, “pay it off, same as cash”, but if you don’t pay them off those held high interest charges come back with a slap in the face! Not to mention any outrageous finance charges.
I would recommend you start with a small-limit credit card from your local credit union. Payoff the bill every month for the span of several years will do a lot to recover your credit.

Yes, it’s not the store giving you credit, it’s a credit company that has an agreement with the store.
Avoid all credit cards. Instead, join a credit union and use their debit card.
You cannot spend what you do not have.
Yes, bad credit will affect all applications for credit. If you have a checking account with a bank, apply for a secured credit card with a minimal credit limit instead. Make sure that you manage this credit card account very well (i.e. always paying on time) in order to build your credit score.
