Why did my dog's genitals appear droopy and swollen almost overnight?

too young for puberty sounds like an injury or irritation/infection. Does she act sensitive?
She’s most probably in heat. You need to get her in for an ovariohysterectomy (spay) as soon as possible.
She doesn’t seem sensitive at all, and we also have a male dog around that seems interested in her, but not any more than normal. However, whenever he does catch a whiff of her “area” he licks his chops repeatedly and chatters them as well. I don’t think it’s a heat though because there’s no discharge or blood of any sort and I too believed that she was too young…
No, she’s not too young. If you have an intact male, you’re going to have a problem. Get them both fixed.
We planned on it, I was just aiming for a little bit further down the road with a baby of my own due here in five weeks and finances being so tight. For the time being I have a makeshift doggie-diaper on her that should keep the male from penetration, but I’m not sure if that will be enough.
Keep them seperated if you don’t want puppies she is most definitely in heat.
