I know Bentley Little has written one called The Association, but are there are others?

No, but I think you should write one. It seems like you’ve had more than your fair share of problems in your comlex. You could solicit anecdotes from people all over the country and then add them to your own stories. It would be a hoot! : )
The Stepford wives comes to mind, but that’s a movie and also not really horror, as much as thriller.
Not that I know of, but that’s a great premise. Perhaps you should write it. :)
There is at least one made-for-TV movie, and there is an X-Files episode, with evil homeowner’s association themes.
Of course, when I see a real homeowner’s association manual, it’s generally something that horrifies me.
