Is there a way to look up a phone number that shows up as "restricted" on your cell phone?

I just need to call them back. He said something was wrong with his phone and that’s why the number showed up as restricted.

As of right now, there’s no way for you to return calls to restricted phone numbers. Most phone companies won’t be of help to you either, as they do not have records of restricted numbers. At least Sprint and Verizon don’t.
There is an option that you can do to make your number show up as unavailable or restricted but I don’t really use that.
Shy of a court order to have the provider give the details, you will not get this data on a number tagged “restricted”
No, that information was not transmitted. His service provider has the information but takes a subpoena to obtain. As an AT&T retiree I’ll say a phone problem would hardly cause this result. Restricted generally is what shows up when the caller is law enforcement, abuse center or something of this nature. Private usually means the caller used *67 to block the CID information. Unknown can be one of several different scenarios. My best guess is that he does not want you to know his number.
