What do you need in order to transfer VHS onto DVD?

But seriously, what you need is a VHS player and a DVD recorder. There are some companies that make units that have both a VHS player and DVD recorder bundled in one unit. Most of these have built in copyright protection that will not allow you to copy commercial pre-recorded VHS tapes. I have one and have used it to copy over all of those home movies from VHS to DVD.
@YoBob So a standard DVD recorder would play off the output cable of the VHS with no copyright protection?

@Adirondackwannabe – The problem is finding one with an analog out. Many modern units have conveniently left out analog output features for just this reason.
It’s a little convoluted, but it’s also possible to run the VHS signal through a camcorder (that has the right inputs & outputs) and capture the video on a computer. (And then burn to DVD.) I do it this way, because it happens to be the equipment I have on hand.
You could use something like this USB thingy and run the output of your VCR into it so you can put the video on your computer. From there you can burn a DVD easily.

A friend of mine does it with VHS tapes and LP’s. You need the software – you play the tape and it records it on your pc – then you burn it to CD. Google programs for this – there are many. You’ll need a proper cable but that can be purchased easily enough.
