Do 10K, 20K, and 30K members get to plan their own parties?

I am working my way up the Lurve ladder rather slowly and noticed there have been parties, some quite graphic in nature. I love to plan parties. I do it for fun even if the party never happens. I get a new cookbook and read through it planning the parties I could have. Is this something I could do when I finally get to the next level?
