Other than as a result of crime or acts of God, are there really any victims?

Do victims simply become victims because they are not prepared to meet the challenges of existence? That is,they struggle to compete in life’s contest, and do poorly?
Or is there some external institution that creates victims, a sort of category, that only exists to satisfy a political agenda? And certain people decide to label themselves as victims in order to belong to something, anything, as long as they can join the victim club?
Do victims actually exist, or are they merely a manufactured political constituency?

If someone is walking on the street and a meteorite hits them on the head, is that person a victim?
If 1000 peole are washed away by a tsunami they did not hear, see, or feel coming are they tsunami victims? It think it becomes a question of semantics.
Maybe the definition might have something to do with whether or not the person had a choice in the matter.

It depends on the individual case. People can still be victims to something that is “legal”.

Good point. I changed the question. But did Hurricaine Katrina cause misery, or did the government, which many people claim.
Clearly it was the hurricaine, but people imagine themselves to be victims of something else.

If one is unconscious of their ability to choose, they cannot be held responsible for remaining in victim status.
On the other hand, as “they” say….“there are no victims only volunteers”.
In this sense I’d say yes, aside from random crime or accident, most people choose to remain victims, especially if their true victimization has long ago passed.

Then there is the sociopathic type that uses self pity as a lure to manipulate others with.

I like the mantra that ” pain happens, suffering is optional.”

What do you consider an “act of God”?

For instance, I consider people with chronic diseases to be “victims” (I guess, it’s not really the word I would choose) of circumstances that are not a result of them not “measuring up” somehow. I don’t know if you consider this an act of God. I am not a theist so I don’t really know how to answer.

Aside from that, maybe consider why people struggle to “compete” in life… if it’s because they were born into a family that either could not or would not provide them with the tools to build life skills, are they not “victims”?

A very large portion of the world are victims. There are hundreds of millions who are unlucky enough to have been born poor in third-world countries, have extremely limited access to food and clean drinking water, have no access to health care of any kind, have limited access (if any) to education, and whose homes may be ravaged by war and live in constant fear.

Yes, those untold millions are victimized daily.
