Do all states that issue tollroad/bridge toll transponders reciprocate with other states?

on recent trip to Rhode Island, my Illinois car with Illinois IPASS lifted the toll gate on the Tappan Zee bridge and also Water Gap Bridge in Pennsylvania. will it work in every state?

The best way to get an answer to that question would probably be from the International Bridge, Tunnel and Turnpike Association (IBTTA), the worldwide alliance of toll operators and associated industries that provides a forum for sharing knowledge and ideas to promote and enhance toll-financed transportation services.
