What causes a little puffiness at bottom end of fibula?

I don't have swollen ankles; just a little squishy area around ankle end of fibulae, both feet, and no discomfort. My sis has the same problem. Sinovial fluid build-up? Any recourse?

I'm no doctor or practioner. It could be related to gout, but that is usually painfull in foot or ankle joints. Also, could be related to kidney function. You can have reduced filtering in the kidneys and not have any discomfort. Blood test can check kidney function.
