Could the Swedish model for oil independence work in the U.S.?

Sweden has a publicly stated goal of independence from fossil fuels (without leaning on nuclear power, btw) by the year 2020. There, academics, scientists, politicians, and even auto makers (Saab) are working together to make it happen. Could this same model work for the United States or in a developing economy like China, India or Brazil? What would it take to make it happen?
