2006 was Detroit at number one and Baltimore at number two. New Orleans was at number three. That was probably Katrina related..

That said, here is the 2007 answer. Muder capital
New Orleans murder rate was higher than any major
city in 2006, 2007 and 2008. They used pre Katrina
population for the murder rate in 2006 of 471,000
and everybody knows 2006 population was 225,000
which was a rate 72 murders per 100,000 not 37
per 100,000. Ditto for 07 and 08.
