What type of scanner is available that will scan negatives (both color & B&W) and which will work with an older operating system like Windows 2000?

The ability to scan slides would be an extra benefit.

Very few. You might find a used one, but even that is a long shot.

Anything that is new is built for Vista and higher, and nothing will have drivers for Windows 2000. W2000 was released in 1999, and that’s 13 years ago, which is ancient history.

I can highly recommend the Epson Perfection 4490 Photo Scanner.
I think it’s discontinued, but Google shopping shows a few places are offering it.

The current model Epson Perfection V500 Photo Scanner looks almost identical but I have not personally used it.

Epson has Windows 2000 software online for both.

When scanning transparencies and negatives, the 4490 will scan medium format (6 cm) film and smaller. The V500 is for 35mm and smaller.
