How many times do you call a business without getting a call back do you just ask for the manager?

I have an issue with my bank and have actually talked to the woman who told me she was the person that I need to talk to about my issue. She was supposed to call me back last week, but hasn’t. I have called once a day, leaving messages, but she won’t call me back. I called twice and left a message on Friday. Her voice mail says she is in the office but can’t come to the phone and to leave a message and she will get right back to the caller. I don’t want to be a jerk, but I want my issue resolved. Would you call and ask for the manager at this point?
