How to calculate sample size covering a percent of a population?

I’ve seen a couple tables calculating the sample size required to cover a percent of a population with a specific confidence. I would like to determine the formula used. Example 95% of the population at a 95% confidence level would require a sample size of 93.

The issue you need to understand is how to calculate the “power” of the statistics you need to use. Most statistics books discuss this topic. I can no longer fully explain it off the top of my head.
